display chinese in .aspx and VS .net

I have the following setup:

- win 2003 server, english
- visual studio .net 2003, english version

I need to display a mixture of simplified chinese and english on
several web forms and html pages. I tried using UTF-8, but got
nowhere. I tried using CSS, but got nowhere. I also am trying to
figure out how I can type in Chinese (using the IME) into Visual
Studio (I can use it in any other program without a problem). Yes, I
tried the advanced save options and set the encoding to Chinese --
didn't work. Yes, I tried opening the file with "open with" text
editor to detect the encoding -- didn't work.

Any ideas? MS really needs to solve all of these encoding/char set
issues. It has always been a major hassle..
