Moving a policy file into the GAC

Hi,
We are having an issue with policy files and the GAC. We have built
a process where it will take a policy file dll and install it into the
GAC. But a couple of things are occurring.

One - it seems like that if someone is referencing an older version of
that policy file that is in the gac (thus placing a lock on it we
think), we can't get the new version installed into the GAC. Is there
a way to get around this problem?

Secondly - we thought to try and uninstall it from the GAC first to be
on the safe side. I am trying to use the IAssemblyCache provided by
Microsoft and use the API UninstallAssembly to do it. No matter if I
have the file I'm trying to uninstall in the GAC or not, I get a
return code of 1 which indicates that the uninstall failed with a
disposition code of 3 which indicates the file isn't in the GAC - even
when it is. Has anyone seen this problem before?
