Start Menu and task bar

Dear all,

I'm developing kiosk application and I want to make it looks like Windows XP
(or 9x).
All menu items have to be my own. My idea is to use forms and to position
forms when clicked on specified item (for example when click on START to
show FORM1 etc) but this is very sllow. Any idea
