CDO.Message error in .NET 2002

I havent been able to pinpoint what changed, but suddenly i became unable to send any mail in either asp.net or vb.net using the System.Web.Mail.SmtpMail.Send(mailMsg) code. I keep getting the same error whether in ASP or VB which is "Could not create CDO.Message object"
However, if i compile my ASP.NET code and push it out to one of my web servers hosting the site, it works fine
I have tried the following already
reinstalled .NE
reinstalled windows component updat
uninstalled and reinstalled the .net framework (1.0 and 1.1
confirmed that i can hit the smtp server via telnet from my p

i am currently using the vb.net how-to send mail (from 101 vb.net samples) to troubleshoot the issue. since the code is straight from MS samples, i feel the problem is something that i've messed up on my machine. any ideas on what i should look at next
