Copyright on standard icons

This page http://www.microsoft.com/permission/copyrgt/cop-img.htm tells me that I may not use MS Icons in my application. Only exception: "Software developers (ISV’s) may be allowed to use icons specifically provided in Microsoft Software Development Kits (SDK’s) and certain other programming tools and applications, (like Visual Basic or Visual C++),"
That's where the trouble starts. What is an ISV? I'm using MS VSN 2003 am I allowed to use the icons shipped with it
I will need more Icons than those shipped with VSN how can I license more icons from MS?
