How can we have pop up menus in ASP.NET Web forms

Use ShowModalDialog from Javascript, but Javascript is still the answers for
pop-ups. If you do use show modal dialog, it is possible to use an ASPX
page that will refresh in the modal dialog.

Probably not the best answer, but your post was getting nothing else.
