Child row "add" fails to update datasource

I have three tables in SQL serve

tblareas (w/autoincrement ID
tblprograms (w/autoincrement ID
tblphases (w/autoincrement ID

I've build cascading relation from tblareas <one-many> tblprograms <one-many> tblphase
Both relations are one to many left to right

I've created a DataSet with all three tables and built relations to mimic the datasourc
I've created a gui for areas (users add modify and delete) peachy so fa
I've created a combined gui for programs and phases (users add modify and delete both) no so peach

for any existing program I can add phases. Unless I make a modification to the Program row (parent). Then the newly added phase row(child) will live in the dataset but not be sent to the datasource

So if I add a new program row (parent) and add phase rows (children) the program row (parent) goes to the datasource but the phase rows (children) do not. If I save the newly added program row (dataset update) first and then add phases (children) everything is peachy

Almost forgot, my data adapters use the select statement for refresh. This combined with the data relations and using update in the right order ie

Add parents first, then childre
Delete children first, then parent
Use the Select method to return an array of rows to be updated or adde
Add, change or delete childre
Delete any remaining parent

should give me a big smile. Alas as usual something is missing! can anyone help?
