Crystal Reports and upgrade to .NET 1.1

I have upgraded my local machine to the 1.1 framework using Visual Studio.NET and the reports are fine. I have dropped the Crystal Merge Modules from the setup program and reattached them. When I deploy the application to the test server which only has 1.1 framework installed I get the following error: File or assembly name CrystalDecisions.CrystalReports.Engine, or one of its dependencies, was not found

The version of the .dll's in the gac on the test server are correct for 1.

I notice that in the project even if I drop the reference to the reports engine and ensure it is add from the 1.1 managed directory the runtime version in the properties still says v1.0.3705

Any ideas
