API to change Host ID part of IP address

I'm looking for an API to change the IP address of a non-networked PC.
Specifically, my program must change
the Host ID (aka Host address) portion of the IP address. This is for
a factory utility -- to change the canned
IP address of the machine before it is shipped. My utility is a
Windows program written in C#.
Any help here would be greatly appreciated.

Thanks,
Michael Rose
