License scheme

Dear readers,

I'm trying to create a licensing scheme into my custom controls. I've
"created" a overall designtime license scheme which I want to use in
all controls. The license scheme is defined in the naming space
My.ApplicationClass and the controls in My.Controls.Process.Web and
My.Controls.Process.Windows

Everything works well except for the following which is rather
crucial:
When I want to add buttons from the My.Controls.Process.Web or
My.Controls.Process.Windows namespace in the toolbox, Visual
Studio.net reports "File or assembly name My_ApplicationClass, or one
of its dependencies, was not found.". I've already included all DLL's
in the References of the project so I thought Visual Studio would find
My_ApplicationClass.DLL

Do I need to implement the licensing scheme in every class/dll? So
there're no dependencies regarding the license?
