WSDK VS WSDK

what is the difference between :
Web Services Development Kit (WSDK)
and : WS-security toolkit (WSDK)

I am trying to download the toolkit refer by Peter A. Bromberg, Ph.D
in his article :

(line 15)

but I am unable to find the toolkit !
I downloaded & installed the wse 1.0 ,
can anyone refer me to the Microsoft download page
