Problems with textarea in generated HTML

I've got an HTML textarea that I generate, which contains 50 or 60
individual elements separated by <br>. Sometimes it displays incorrectly,
showing just the first 10 or so elements. When I do a view-source in IE,
the textarea shows all of the elements, but only the first 10 or so are
displaying in the web page. When I manually refresh the page, then the
textarea displays all of the data correctly.

Am I looking at a bug in IE?
