Design Mode not visible

I've started having a problem where I open a vb windows
form and it opens in code view, but there's no design mode
tab. Shift F7 also does not bring it up. The only way I've
been able to get around it, is to copy the code into a new
form. The form then opens in design view.

I've tested this on other machines and do not have the
problem elsewhere.
