Starting devenv.exe from Web Page

I have created a website to perform simple builds for our
development staff. When I call devenv.exe from a batch
file, a cgi script or a compiled 'C++' program the program
times out, won't run or just disappears. Can't the CLI
equivalent be run from a web page located on the build
machine.

The build machine has VS.Net 7.1.3088 and MS.net framework
1.1.4322.n other words the VS.Net 2003 installation
package.

Basically, devenv.exe something like this:

$trash=`c:\\...path...\\devenv.exe
c:\\...path...\\solutionFile.sln /rebuild release /out
c:\\buildResults.log

from nside a CGI script that is called from an <Form
action=xxx.cgi></form> in a HTML page. Is this not legal
or what?
