Access denied?

I've got a problem that's racking my brain pretty good. Ok, I have a
large amount of C++ code (unmanaged). I'm trying to provide web
services using our existing code base as a proof of concept to my
boss. I began by wrapping our C++ code w/ managed wrappers. Some of
this code still has legacy 16-bit calls in it, namely
GetPrivateProfileString which reads and writes to an ini file in the
C:\WINDOWS subdirectory. This cannot change (at least not right now).

Here's the deal, I started developing this on my home machine which is
part of a simple workgroup. The wrappers are working wonderfully, I
step into the unmanaged and everything works like a champ! I explain
to my boss that I have this web service that wraps our existing code
and he wants to see it. So I copy the code on my home machine to my
company laptop which is part of a domain. I got everything set up in
IIS and started a test run ... it failed. When I began debugging, I
noticed that all of the calls to GetPrivateProfileString in the
unmanaged code were failing (and there doesn't seem to be a meaningful
error code). I'm thinking that there is a permissions issue in the
C:\WINDOWS directory that is strictly enforced on a domain that
perhaps isn't on a workgroup as this same code still works fine on my
home machine. I give the IUSR_XXX and ASPNET accounts Administrator
privileges as a test, but the calls to GetPrivateProfileString still
fail.

Both machines are Windows XP Pro running Visual Studio 2003 w/ .NET
framework 1.1, fully patched.

I'm stumped at this point ... can anyone provide a clue?
