Proper usage of solutions

My company is exploring options for converting our current
software to .Net. I have a few questions about solutions,
and the recommended way of handling them. Does Microsoft
offer any guidelines for this?

We have roughly 1500 programs in about 25 modules (This is
an ERP system). Any suggestions on how to use solution
files to properly handle all of this? I'm guessing we
would break them down in the following:

1) 1 solution for common libraries
2) 1 solution for each module
