Downloading .NET framework 1.1 using Internet Component Download ?

First question, is this possible? If so, can somebody please give me some
tips on where I can get the CAB files etc?

Second question, I would like to prevent downloading some other ActiveX
component CAB files through Internet Component Download, if I detect that
the client does not have the .NET framework 1.1 version installed. So how do
I check (using JScript) whether .NET Framework 1.1 is installed? Are there
any ActiveX (COM) components the framework installs that I can try to create
from the web page and if it fails, I know it is not installed?
