How to practice web serivces/oracle

Hi,
I have XP Pro, .NET 2002 and some freebie trials like mySQL and Oracle. How
to practise in creating web services etc... on this platform. I have Red Hat
Fedora core/Apache/Tomcat too ? I am very new to C# and most of my time at
work I was doing VB and C++!
