Use INSERT INTO TABLE.

The INSERT INTO statement can take the result set of a SELECT query as the set of data it is supposed to insert. You simply replace the VALUES clause with a SELECT query.

Try something more like:
Expand|Select|Wrap|Line Numbers
  1. INSERT INTO `tbl_1`(`id`, `value`)
  2. SELECT 1, `value`
  3.     FROM `tbl_2`
  4.     ORDER BY RAND()
  5.     LIMIT 10;
