please help with mysql

Hi
2 years ago i managed to set up my PC to be able to upload semicolonseparated
database-files to my mysql-database on a webhost-server which also contain my
website (from where one can do search in the database). I had installed some
mysql-programs and learned the upload-procedure (with heavy help from others).
3 weeks ago my HD broke down. Everything is now re-established (it is a windows
XP-pro machine) - exept the "upload-tools" and my notes how to do the upload in
the commandpromt, the notes is gone for good. The "upload-tools" was as well as I
remember the mysql-database plus something extra which had a traficlight-icon down
beside the clock.
Can you please help me to re-establish "my uploads-tool". What do I need?

If the database-files contain pure sql like this:

insert into tablename values( 1,2,3,4,5 );
insert into tablename values( 1,2,3,4,5 );

If the database files are pure sql like this:

insert into tablename values( 1,2,3,4,5 );
insert into tablename values( 1,2,3,4,5 );
insert into tablename values( 1,2,3,4,5 );

You can "upload" the file into database using mysql console client, like
this:

c:\mysql\bin\mysql -u root databasename < databasefile.sql
