LOAD DATA not allowed?

I am *NOT* using local at all, just so you know.

My webhosting server's stats:
MySQL: 4.0.20-standard
phpMyAdmin: 2.5.6
Apache: 1.3.31 (Unix)

I open phpMyAdmin, choose my 'links' database and the 'external' table
that is currently empty but has its fields created. Then I click the
'SQL' tab and then the 'Insert data from a textfile into table' link.
I have purposely set each row in the text file that I am importing to
look like this:
"what is in field 1";"and the next field";"and so on"
So supplying all the default values and such, I get the following
error that I don't know what to do about. The funny filename is
something the server made up from my uploaded file.

SQL-query :
LOAD DATA INFILE '/tmp/phppWBQaM' INTO TABLE `external` FIELDS
TERMINATED BY ';' ENCLOSED BY '"' LINES TERMINATED BY '\r\n'
MySQL said:
#1148 - The used command is not allowed with this MySQL version
How can any half-recent version of MySQL *not* support LOAD DATA??

I am being hosted by someone, and I don't have shell access. What can
I do?
