mysql+firewall

I am running mysql on a windows system, and last night I installed a
firewall. Now I can not access mysql anymore. I get error 2003: cant connect
to mysql server on 'localhost' (10061).

Anyone knows how to deal with this

Thanks Steve, that is a really good website. I have actually fixed the
problem by just upgrading to mysql 4.0
