Access gives me the correct results, but MySQL does not?

Hi,

I have a table that looks like this:
iPrgIx iTpkIx iQIx
0 0 0
0 0 1
0 0 2
0 1 3
0 1 4
0 1 5
0 1 6
0 2 7
0 3 8
0 3 9
0 3 10
0 3 11
0 3 12
1 0 0
1 0 1
1 0 2
1 1 3
1 1 4
1 1 5
1 1 6
1 2 7
1 3 8
1 3 9
1 3 10
1 3 11
1 3 12

Issuing, what I see as, the same SQL stat gives me different vales:

a) I have no idea what is the content in other table.
b) These queries are not the same, so I have no idea what the correct
data should be in MySQL. ( In the HAVING-part first query has 0 and the
second has 1 )
