Upgraded to 4.20a, now winmysqladmin won't run

It complains that the application fails to start because LIBMYSQL.DLL was
not found. There are many different copies of this DLL on the system. I
installed 4.20a using the MySql MSI installer. Otherwise the installation
seems to run. PHP can connect. the CC can connect. MySQL Administration can
connect.

Any thoughts?

Copying it from \mysql\lib\opt\ to \mysql\bin seems to solve this. I wonder
why that manual intervention is necessary?
