requiring where clause

It seems like I remember an option that when enabled, will require UPDATE
and DELETE statements to have a WHERE clause, to avoid destructive
oversights? Now when looking for that, I can't find it. Maybe I am
thinking of a different system. If it exists, can someone point me to it?
If it doesn't exist, maybe this is something that could be added in.
