MySQL Logs

I know then when I am using MySQL via the command interface, I can
press the up arrow to scroll through previously typed statements. Is
this information stored somewhere that can be accessed via log file or
via a select statement? Is this available for all accounts?

I don't know, but I found this page from the manual:
