How do Foreign keys work in MySQL

Sorry about the level of knowledge in this post but I'm not
understanding how MySQL handles Foreign Keys. The CREATE DATABASE
statement has allocation of a Foreign Key through the FOREIGN KEY
[index_name] (index_column_name,...)

Does the [index_name] refer to the table from which you are obtaining
the key? If so does this then mean that the (index_column_name) is
the column name that holds the data that makes up the key?

Any help to alleviate my confusion will be gladly received.
