Order and then Where

hi..

i want to ask how to make an sql command which is order the data first and the use where..is this query is valid or not???for example
Expand|Select|Wrap|Line Numbers
  1. recordCollection.Source = "SELECT * FROM Latest Order by TopuDate WHERE TopupDate = ( Select Top 1 (TopupDate) FROM Latest as f Where f.Location = Latest.Location )".

Why you want to ORDER first and then where? This is not a valid MySQL syntax
