Automatic retrieval of text files

I'm developing a program that needs up to date weather information.
It's a farming simulation very similar to the one found at:
http://weedecology.us/weedcast/

Our server has up to date weather data on it, updated at 8 am every
day. I'd like to get the data off the text files on the server and add
the information to the MySql database. The db works fine right now, I
just need to automate the process.

I don't have any idea how to apporach this problem. I don't know what
to write this script in, but with some general direction, I think i'll
pick it up quick enough.
