Not able to connect to Mysql database suddenly

java.sql.SQLException: null, message from server: "#HY000Host 'lin16.oncr.com' is not allowed to connect to this MySQL server"

this is the error shown above when someone tries to upload resume on the site..please can anyone help me..the site was working properly...suddenly when resumes are uploaded this is the error shown..is this an error from the client side or the wed server domain side....??

Appears to be either an authorization definition at the server or an erroronous server connection setup at the application side. Check both to narrow the problem.

I am afraid that is all I can say with the information you showed.
