Concurency

hi everybody....
i have an problem like this:

there are 2 user, User A and User B
User A and User B login in in the same time 09:00:00

at 09:00:01, user A updating data. How to give the information to the user B that the data has updated?

Depends on the script and you would probably need an active connection to the database or have the page refresh over and over which could be annoying or have a very small frame on your page that refreshes over and over checking for changes?

When two users A and B access same file, and when A updates at the same time
B get updated result When he refresh
