can't create new user in 4.1.18

this is what I am doing:

mySQL> GRANT SELECT, INSERT, UPDATE, DELETE, LOCK TABLES ON store. TO
ne*********@127.0.0.1 IDENTIFIED BY 'newpassword';

I have tried leaving out , LOCK TABLES ON
also just ,LOCK TABLES

it keeps saying:
ERROR 1064 (42000): You have an error in your SQL syntax; check the
manual that corresponds to your MySQL server version for the right
syntax to use near 'TO ne*********@127.0.0.1 IDENTIFIED BY
'newpassword'' at line 1
I am using 4.1.18
