UPPER not doing anything inside stored proc

Hi,

I'm trying to ensure all entries in the database are upper case to keep the
data looking consistent. I've written the following proc but the UPPER()
function doesn't do anything.

For example:

CREATE PROCEDURE hospitals_AddHospital (IN HospitalName char(150))
BEGIN
DECLARE strHospital char(150);
SET strHospital = UPPER(HospitalName);
SELECT strHospital AS hospital;
END

CALL hospitals_AddHospital ('test')
returns
'test' and not 'TEST'

Can anyone advise if this is a known bug, or something within the
functionality I'm not understanding correctly.
