Why is data like this showing up in MySQL tables... Joe&#39s Collection Agency (Joe's Collection Agency was typed in)

MLH
Joe&#39s Collection Agency is what is stored
in one of my fields when a user types in
Joe's Collection Agency
on one of my web forms.

How can I train my LAMP application to know
that when user's type in a single quote (') - a
character with ASCII value 39 that the user
really DOES mean a friggin' single quote?

It's quite annoying, actually, to have this going
on in my tables.
