Mobile web app development

I'm looking for some advice. I'm a finance guy not a developer so go easy on me...

I have a business with an enterprise based ODS with live info that I want to glean data from in near time and present certain information either on mobile device or desktop.

The visualisations would need to be accessed easily (not via token authentication for example, rather pin maybe?) and there would need to be calculations run over the data. Time series graphing etc etc.

My question is, is there any off the shelf web app development packages that can deal with live feed data from enterprise databases, or would this require the skill of a dedicated web developer to come i and build this from scratch using html5 or the like.
