What would you recommend to get started?

I have an idea for a phone application. I do not know where to start so if someone could direct me to what I should learn/read I would appreciate a "nudge" in the right direction.

I would like to have a service that a person could purchase from their phone anywhere/anytime that would allow them to obtain products from designated businesses. I picture needing a database containing the list of businesses and all of their information and parameters of use. The person would be able to purchase our service via phone/pda/netbook/etc. and be sent confirmation that they are a member and entitled to use service and their information be entered into customer database so that merchant could verify their membership.

I think that is the simple version of it?? What programming skills/language would be necessary to use/learn to be able to have a IPhone or say Droid access the database, purchase the service?

I know this is vague sounding, but I have the idea, but want to be brief.
