Java application for a handheld device

Hello,
I am novice in developing java applications for PDAs, e.g handhelds. I just want to start a simple application, but don't know how to test which version of java is available on the device. Can somebody tell me how to test it and how to run the small "hello world" programm? Do I need to install some special environment on the handheld or just to run the file. The device runs Windows CE 5.0 system.
