You pretty much need to learn C and C++. If you are going into windows mobile you might get by fine with C# but the .net compact framework is still to large and clunky to make good applications.

For windows mobile development you are going to need some tools, Microsoft provides Platform Builder and Visual Studio for you to use to make programs. These tools cost money to license, but they are available for 120 day evaluation. Best to search MSDN for more information about Platform Builder and how to get your hands on it.

If you want to develop for other mobile devices using different operating systems then you are going to have to research those OSs and see what tools the manufacturer of the OS provides for you to build applications.

These tools also do double work by being your IDE which means integrated development environment. They will let you build, target and deploy applications to a device and then let you debug them over a network or serial connection.
