one to many relationship in Crystal Reports

I have two tables with a one to many relationship I want to select items from the first table only if all the linked items in the second table have a particular attribute.
In this example I only want to select proposals if all related po's are received in full. I don't want any proposals with po's not received in full.
Table 1 Table 2

Project # PO #
Proposal # Proposal # (linked field)
Received in full ="Y"
