My IE (on 3 PCs) mis-handles Frame Target on my web site

I have a club website - www.nercr.net made mostly by FP
It has fames. the Top frame contains the menu and uses target= to open pages in the 'main' frame.

Almost every person I speak to tells me their PC handles this correctly but my 2 PCs and laptop all fail to open the new page in the 'main' frame but open it in _self or _default when using IE6 2 x XPhome & 1 x XPpro all fully MS updated online.
When I use Firefox the script is handled correctly.
I try to change the security in IE6 so that Active script is allowed but IE6 just changes the security setting back to medium or some such.

Can anyone help please? Unfortunately it is my own website :-)
I know frames are no longer 'approved' but it irks me so much that it seems to be only my machines doing this.
