Windows XP Sign On Page

How do I get my PC to let me select my user name and get to the windows icon page? I'm not really a computer person, so please explain everything simply and thoroughly when you respond. Thank you very much.

go into the control panel, open user accounts.

from there u can change your account details, if your accound has permission to do so.

When I turn my PC on, the blue screen with the windows logo and the "owner's
icon" (which you have to select but doesn't work); and "after you log on you may add or change accounts..." notification, and "Turn computer off", are the only selections I can make. So basically all I can do is choose to turn the machine off and re-boot but it does the same thing over and over. Any help will be greatly appreciated.
