Help with sms subscription system

Can anyone help me find a solution to this problem.I need a desktop-based software or system for news alert service.I want to start a news alert subscription service based on recharge cards.
The subscriber scratches the cards to reveal a serial number generated by the sytem.
Following the instructions, the subscriber sms the serial number to a regular number in the system along with a code indicating their prefered service(sports,soccer,showbiz,business,news)
The system receives the sms,authenticates the serial number as mine,stores their number,sends the subscriber a welcome message saying that they will get daily(1 to x times) news alerts of their prefered service for x days.
the system also groups the subscribers according to their prefered service and number of days and organised them to be sent bulk sms for x days.After x days their number is removed from the subscription list but remains in the database.

The system should be structured in such a way as to have subscription list for 1 to x times daily all expiring in x days.

Any one out there can design this system get in touch with me?

I can't provide complete solutions but can assist when you are having diffcutlies on a particular point.

I can't recommend a designer for liability reasons.
