Best program for creating and manipulating UML?

I've finally created all the proof-of-concept code for the features my boss wants in an application, now all I need to do is create a single program with all of them together. I don't believe it will be difficult, but the project is large enough that I want to make sure I can keep everything straight.

I was wondering if anyone knew of a good free/open-source program for creating/manipulating UML? (I'm not constrained by OS, however I would prefer to not need to run M$...)
