Current tutorial on flat databases in perl

The tutorial section has a lovely lesson on how to use perl to construct a flat file database. As a person very new to perl (learning as fast as I can) could anyone direct me as to how you would invoke this script (supplied from the page as "database.txt". I understand about putting perl scripts into the cgi-bin folder on my server but how do you call it? Everything I have learned to this extremely novice point requires an .html page for a form or whatever. This script seems to have the ability to generate .html but how do you get it up and running to do that?
