Spamd not working

I have a postfix server running vexira anti-virus, which then goes through spamassassin (theoretically). Unfortunately, spamassassin does not seem to be applying any of the rules in my local.cf. It is not tagging e-mails as spam, and not whitelisting or blacklisting properly. Spamd is running, and the e-mails go through the process all the way, so I'm not sure where the hangup may be.

Okay, seems like most everything is working now. I have a question, though. How do I configure the RejectLevel parameter so some of this spam stops going to my users?
