link in a table

I have a web site with three frames. In the left frame, I have a
table, when I roll my mouse over the text in the table cell, I want
the text to change color and to become underlined. Moreover, when I
click the text I want another web page to open in another frame.

If you have some ideas on the subject, I would love to hear them.
