Disable/Enable Form

Is there a way to present a form to a user by default with all forms
disabled, then when user clicks a link, the fields become enabled?

function disableAll(){
//loop through all form elements and set them to disabled = true.
}

function enableAll(){
//loop through all form elements and set them to disabled = false.
}

Call disableAll either from the body tag or from window.onload.
Search the archives for "disable all form elements"
