Sure there is. I can't go the div/css route as one of the frames is running
a php page that uses forms, and submits to itself to build queries to a
mysql database and later output as a png. Thus, if I am using forms, I dont
think I can go that route - I really need to run separate html(php) pages
here.

IFRAME might work for you, since you don't seem to think simple
templates would be feasible.
Not supported in all browsers, though.
I have two applications that use forms and server-side processing (they
submit to themselves, too). I use frames for one and no frames for the
other. Frames are never a requirement if you have a user base with
decent (read: DOM) browsers. The only reason I even use frames for the
one was a lack of imagination at the start and no time to change the
whole thing now.
You can't dynamically resize frames, AFAIK. You can change an IFRAME,
permissions allowing, AFAIK.
In many browsers (gecko-based and Opera), there is an option to not let
script resize windows at all, so caveat emptor if this is for the
internet.
