extend alt/title time?

Is there a way to extend the time an alt or title window appears in
IE? Or is there a way to use css to control that element and it's
appearance?

First, the alt attribute popping up is an IE bug turned feature.
The default tooltip is a system feature and you can not alter it's
appearance and behavior.
There are javascripts that replicate tooltip which give you such

No, it's not a bug, title didn't exist when it was written, it's
simply a feature.
The default tooltip is a system feature and you can not alter it's
appearance and behavior.


As a webpage author you can't, as a user - you do it in the
accessibility options of windows.
