add an attribute name target and add the value _blank, it will tell the browser to open your file in new window.

as example:
Expand|Select|Wrap|Line Numbers
Expand|Select|Wrap|Line Numbers
  1. <a href="http://www.quackit.com/html/html_help.cfm" target="_blank">HTML Help</a>
  2.

Do the links work at all? If you open the PDF document in Acrobat, for example?
